The partnership of Neyer Properties and Uptown Rental Properties received unanimous approval from the Bellevue Planning Commission on March 23 to move forward with an $80 million mixed-use development in Bellevue, Kentucky. The site is located at the intersection of Harbor Greene Drive and Berry Avenue between Fairfield Avenue and the Ohio River. Phase I of the project is expected to break ground in late 2026 with a 2028 completion anticipated.

This project is intended to be a transformational gateway for the entire Bellevue community, providing a much-needed connection between the historic downtown district and Port Bellevue, which are situated on either side of the development. In turn, this project will promote other significant commercial tax and economic development activity.

The Harbor Greene Drive development includes the acquisitions of city-owned property, as well as the vacant building on Fairfield Avenue that formerly held Assured Partners.

The partnership will deliver approximately 200 multifamily units ranging from 600 to 1,400 square feet. Multiple layouts will be available including studios, one-bedrooms, one-bedrooms with dens, two-bedrooms, and two-bedrooms with dens. Both Neyer and Uptown, locally based partners with long-term commitments to the region, are dedicated to creating a high-quality project that supports Bellevue’s continued growth.

The first phase will also include a structured parking garage with about 300 spaces. Additionally, 8,000 square feet of new restaurant/retail space will be introduced on Fairfield Avenue. The commercial design will accommodate flexible restaurant users and create vibrant outdoor experiences at the corners of Lafayette Avenue and Berry Avenue.

The mixed-use development will be integrated with improved public street infrastructure and landscaping that compliments Fairfield Avenue’s existing design. Key architectural and infrastructure features include convenient garage access from adjacent streets and amenity spaces created to embrace views of the Ohio River while preserving the riverfront.

The entire development will also connect to the next section of the Riverfront Commons Trail, which crosses the riverfront portion of the site. A new gathering and access point at Lafayette Avenue will allow trail users to easily reach the Fairfield Avenue business district, supporting walkability and regional recreation.
